The same headline problem can involve very different documents and routes. We begin with the record, not an assumption about entitlement or outcome.

Delayed handover. We record the original and amended contractual dates, any contractual grace wording, construction or completion updates, payment events, handover communications and the buyer’s follow-ups. We do not apply a universal grace period or compensation formula; those questions require contract-specific, current legal review.

Cancelled or unfinished project status. We separate official project-status records from messages or marketing descriptions and capture the dates on which each source was checked. Project status can affect the possible route, so no forum conclusion should be made from an informal label alone.

Interim Property Register and Oqood records. Oqood is a Dubai Land Department service channel. The relevant factual check is whether the initial sale appears in the Interim Property Register through DLD records; certificate absence alone is not treated as proof of non-registration.

Defects and snag records. We organise handover notices, inspection or snag reports, dated photographs, rectification communications, access history and any acknowledgement supplied by the parties. We do not decide whether an item is a legal defect or determine responsibility for repair or compensation.
Payment and notice chronology. We align the payment schedule, receipts, account statements, reminders, default or cancellation communications and the client’s replies. The output records amounts and dates shown in the supplied documents; it is not an accounting, quantum or legal-liability opinion.
Communication breakdown. We consolidate email, portal, letter and client-supplied messaging records into one log, flag missing threads and identify unanswered factual questions. A missing reply is recorded as a fact only; we do not describe silence as proof of liability or entitlement.

Route boundary

A complaint channel is not the same as a contractual claim

Dubai Land Department’s Real Estate Violation System provides a route for eligible regulatory-violation complaints. DLD states that the RVS violation service excludes financial claims, contractual disagreement, rental matters, cancellation, reservation and compensation. Those issues may require another route.

What the administrative review delivers

The Administrative Document & Case Organisation Review produces:

an inventory of the documents received;
a chronology of material dates and events shown in those documents;
an index connecting each event to the relevant record;
a list of missing records and unresolved factual questions;
route information drawn from current official sources, without an individual legal conclusion; and
a structured file that can be used by the client or supplied to an independent licensed legal adviser.

Where an Administrative Document Coordination Mandate is separately accepted and signed, it includes the agreed factual chronology, document index, missing-record list, communications log and specified client-approved factual communications.

Records to prepare

Supply what exists; do not recreate or alter a missing record.

reservation form, sale and purchase agreement and amendments;
payment plan, receipts, bank records and developer account statements;
DLD/Oqood or Interim Property Register records available to the buyer;
project, unit and purchaser identifiers;
handover, completion, default, cancellation or other notices;
developer portal exports and dated status updates;
email and letter threads, plus relevant client-supplied messaging exports;
inspection, snag, access or handover records where relevant; and
a note of any hearing, filing, notice, payment or contractual deadline visible in the file.

What is outside this service

Dispute.ae is an administrative property-dispute support service operated by Cendale Documents Clearing Services FZCO. We organise client-supplied records and facts, prepare factual chronologies and document indexes, and maintain authorised communication logs. Where the accepted scope includes contact with another party, we make factual, client-approved communications and record the response. We are not a law firm or legal consultancy. We do not provide legal advice or opinions, determine rights, remedies or prospects, draft pleadings, contracts or legal notices, negotiate legal rights, or represent clients before the Rental Disputes Center, courts, arbitral tribunals, DLD/RERA, police or another body. Legal advice, legal drafting and representation require a separate engagement with an appropriately licensed UAE lawyer or legal consultant.

In particular, this service does not determine whether a buyer may cancel, recover money, withhold payment, claim compensation or obtain another remedy. It does not draft a legal notice, pleading or settlement agreement, and it does not communicate a legal demand or negotiate legal rights. If any of those steps is needed, the client must engage an appropriately licensed UAE lawyer or legal consultant separately.

If a formal deadline may be running, seek licensed legal advice promptly. Starting an administrative review does not suspend or protect a time limit.

Refund conditionThe developer coordination mandate carries an AED 10,000 deliverables-based service-refund condition. It is tied only to timely delivery of the listed administrative outputs, subject to the signed terms—not to any dispute result. The first paid step is an administrative document and case-organisation review. It does not promise that a later coordination stage will be offered or that another party or public body will respond.

Questions before you submit a buyer file

Do you tell me which claim or remedy to pursue?

No. The review identifies records, dates, missing information and published route information. A licensed UAE lawyer or legal consultant must advise on rights, remedies, prospects and legal strategy.

Will you contact the developer?

Only if an Administrative Document Coordination Mandate is separately offered, accepted and signed. Any communication within that scope is factual, client-approved and logged. It is not legal representation or negotiation of legal rights.

What if the developer has sent a notice with a deadline?

Flag it at first contact and seek prompt licensed legal advice where needed. Dispute.ae does not interpret or protect formal deadlines, and the administrative intake must not delay an urgent legal step.
