No Oqood certificate? Check the official registration record.

Oqood is the Dubai Land Department system used for provisional registration of off-plan sales. A buyer who has not received a certificate should not jump from “I do not have the document” to “the sale was never registered.” The first task is to establish what the official Interim Property Register shows and what the developer submitted.

What the current DLD service says

DLD’s current “Request to register the initial sale” service is a developer-facing process. It describes registration of off-plan units or plots whose value has not been fully paid and says the sale and purchase contract is to be registered in the provisional register within 90 days of signature. Its listed output is a provisional registration e-certificate sent to the purchaser.

The buyer should preserve that official service information, but should not assume that a missing certificate proves which step failed. Possible factual explanations include an incomplete developer submission, an identity mismatch, incorrect unit data, a payment or system issue, an email-delivery problem, a rejected application or a registration record that exists without the certificate having reached the buyer.

Check these records in order

1. Identify the exact purchaser and unit

Compare the purchaser’s name, passport or Emirates ID number, company details where relevant, unit number, project name, plot and contract date across the reservation, SPA, receipts and correspondence. Record every spelling or numbering difference.

2. Obtain the complete contract set

Keep the signed reservation, SPA, amendments, payment schedule, assignment or novation documents and any developer form used for registration. A cover page or unsigned draft is not the complete record.

3. Reconcile the payment evidence

List each instalment due and paid with the date, amount, currency, method, receipt number and bank or card evidence. Record any amount the developer says is outstanding or unmatched.

4. Ask for the developer submission record

Request the Oqood or provisional-registration application reference, submission date, purchaser and unit data used, current application status, any DLD query or rejection and the certificate if issued. Keep the response exactly as received.

5. Verify through the official route

Use the current DLD or Dubai REST route appropriate to the purchaser and project. Where direct access does not resolve the position, obtain guidance from DLD or an authorised service channel rather than relying on a broker screenshot or an unverified certificate copy.

Do not “correct” a discrepancy by silently choosing one version. Preserve the documents and record the action needed to reconcile them.

What DLD RVS can and cannot do

If the evidence suggests a regulatory violation by a real-estate company, the DLD RVS complaint route may be relevant. The current RVS page requires supporting evidence and expressly excludes contractual disputes, contract revocation, refunds and indemnity applications. A regulatory complaint is therefore not a substitute for legal advice about the sale contract or the consequence of non-registration.

Does a missing Oqood PDF prove there is no registration?

No. Verify the official registration position.

Can the buyer register the initial sale through the developer service page?

The current DLD service identifies the process as a developer portal service. Ask DLD which customer route is available for the specific problem.

Is the 90-day statement a promise that the certificate arrives within 90 days?

No. The service term concerns registration of the contract; it should not be rewritten as a guaranteed certificate-delivery date.

Can RVS cancel the contract because Oqood is missing?

The current RVS complaint service says contract revocation and contractual disputes are outside its scope.

Should I stop paying?

That is a case-specific legal and contractual question. Do not alter payment performance without appropriately licensed advice.
