Can a tenant file at the RDC without Ejari?
The current Rental Disputes Center page for registering a first-instance rental lawsuit lists a copy of the latest lease, identified as Ejari, among the required documents. That makes the registration record an immediate filing issue—but it does not justify an unsupported universal answer about every unregistered or disputed tenancy.
Start by proving the tenancy facts and the reason Ejari is missing.
Identify the situation
A tenancy contract exists but was never registered
Keep the complete signed contract, payment evidence, property handover record and messages about registration. Record who undertook to complete Ejari and what information or fee was requested.
An Ejari existed but the certificate is unavailable
Search the official record and obtain the current certificate or status through the proper DLD/Ejari route. Do not assume that the tenant’s missing PDF means no record exists.
The property, parties or dates do not match
Preserve the incorrect and correct versions. Record mismatched name spelling, Emirates ID or passport details, property identifier, landlord data, contract dates or rent.
The landlord or intermediary refuses to assist
Keep the requests made, responses received, proof of payment and every document supplied for registration. Separate the registration problem from the underlying rental dispute.
Build an alternative tenancy evidence set
Where Ejari is missing or disputed, organise:
- signed tenancy contract and addenda;
- landlord ownership or authority record available to the tenant;
- passport or Emirates ID records;
- rent payments, receipts and cheque evidence;
- security-deposit payment;
- utility, move-in or handover records;
- property-management communications;
- Ejari application, rejection or service-centre records;
- prior Ejari certificates for the same tenancy; and
- messages showing occupation and the parties’ performance.

Ask the official route the precise question
Do not ask only “Can I file without Ejari?” State:
- whether there is a signed tenancy contract;
- whether the tenant occupies or occupied the property;
- why the Ejari certificate is missing;
- whether registration was attempted;
- whether a previous Ejari exists;
- the dispute type; and
- any filing or notice deadline.
The RDC or authorised service channel can confirm current procedural handling. An appropriately licensed adviser can address the legal consequences.
Do not create a substitute document
Never alter an old Ejari, edit party or property details, recreate a certificate or upload a screenshot as though it were the official record. Mark each record honestly and preserve the source.
